Canadian Executive Service Organization (CESO) Volunteer Adviser, Dr. Dean Struble, who arrived in Sta. Catalina, Ilocos Sur last October 17, 2008 to conduct agricultural research to come up with a Comprehensive Agricultural Plan. He brought with him his wife, Mrs. Norma Struble, who volunteered to teach English to Grade-I pupils of Cabittaogan Elementary School, being a retired teacher in Canada. The couple donates a world map to the school, a memorabilia, for their two-months stay in this town. This act of gesture was witnessed by Mayor Carlos R. Asuncion and the teaching staff as well as the students on December 9, 2008.
