Talents from Sta. Catalina continue to emerge as Mr. Hilario R. Refuerzo of Sta. Catalina, Ilocos Sur was awarded as the Gawad Saka Regional Outstanding High Value Commercial Crops Farmer for CY 2008 – 2009. The award was held on the 8th day of December 2009 at the Department of Budget and Management Sevilla Center, City of San Fernando, La Union. Due to prior commitment, Mayor Carlos R. Asuncion was not present during the awarding but his best half, Mrs. Flora Asuncion was able to represent him.

The Municipality exults the remarkable achievements of Mr. Hilario R. Refuerzo. Mayor Carlos R. Asuncion would always encourage his Kababayans to replicate the deeds of Mr. Refuerzo in attaining an impressive food production and increased family income.
