An initial batch of 1,500 family health card were distributed to qualified enrollees under the indigency program of Mayor Carlos R. Asuncion.
The increase in number of enrollees was made possible thru a counterparting program between the provincial government under Gov. DV Savellano , Congressman Ronald V. Singson of 1st District of Ilocos Sur and Mayor Carlos R. Asuncion.
